Documentaries Give Props to Pirate Radio

My pal Paul Riismandel over at Radio Survivor recently wrote about a new pirate radio-based mockumentary that’s airing on the BBC. People Just Do Nothing profiles the principals behind “Kurupt FM,” a fictitious Garage-format pirate station in the London area.
People Just Do Nothing found its roots in (and lampoons) another pirate radio documentary, Tower Block Dreams. Aired in 2004 on BBC Three, this flick profiled the booming pirate scene in the London area, with special attention on how pirate radio stations helped disenfranchised youth do something more creative with their lives than “thieving and grass dealing.”
People Just Do Nothing‘s main characters, MC Sniper and DJ Beats, are spot-on caricatures of the folks found in Tower Block Dreams. Relatively accurate with regard to the conditions under which pirate radio stations operate, the funny comes when you realize that Sniper and Beats have no real idea what the f*ck they’re doing. All-Digital AM-HD Testing Planned

From the doubling-down department: the National Association of Broadcasters is recruiting candidates to test iBiquity Digital Corporation’s all-digital AM-HD Radio system.
So far, Beasley Broadcast Group has offered the use of one of its AM stations for the purposes of experimentation, and reportedly two other broadcast companies are also on board. NPR: Where New Ideas Go to Die?

Public radio broadcasters in the U.S. are coming to grips with the announcement from Tom and Ray Magliozzi that they plan to retire from Car Talk, one of National Public Radio’s most popular (and lucrative) programs, this fall.
“Click and Clack, the Tappet Brothers” have been doing the show for 25 years. Although they’ll be done, Car Talk itself will remain on the air with shows assembled from the archives (one of the producers, a former colleague of mine, says they’ve got wide discretion to pick and choose what will air and when).
There’s been some controversy over whether it makes sense to actually keep running Car Talk since all the content will be rehashed. Ira Glass, founding producer of This American Life (a program that, ironically, NPR declined to syndicate), thinks airing reconstituted shows makes for bad programming precedent on NPR more generally. Broadcasters Still Ambivalent About Streaming

Interesting news out of Saga Communications, a broadcast conglomerate with more than 100 stations in nearly 30 markets. Saga has decided to limit its online-streaming presence to the stations it owns in the top 100 markets.
For those stations that will stream, Saga plans to cap listening geographically, limiting online access to those who actually reside in the stations’ on-air coverage area. In addition, Saga may implement a 90-minute time limit for online listening: listeners will be prompted to click something to continue the stream after the initial session. If they don’t respond, they’re done.
Considering that the majority of Saga’s stations are outside the top 100 markets, this is a significant diminution of the company’s online streaming presence. Saga claims the cost of streaming is prohibitive, as it spends $800,000 per month to provide station streams, while the revenue it generates from them is paltry. Most of this money goes to pay performance royalties on the music it streams.
Contrast this with the actions of radio’s biggest player, Clear Channel, over the last year. Clear Channel’s building what it hopes to be the go-to portal for streaming broadcast radio stations in iHeartRadio.com. Not only has it repositioned its broadcast properties to act essentially as billboards for the company’s online presence, but it’s entered into several agreements with other broadcasters (both commercial and noncommercial) to aggregate their streams exclusively through its portal.
Clear Channel is also taking steps to attempt to control the cost of streaming royalties. Earlier this month, the company broke from the rest of the radio industry, striking a deal with the Big Machine Label Group to pay the first-ever performance royalties for broadcast airplay. Tepid Response to ZoneCasting's Petition for Rulemaking

A proposal by Geo Broadcast Solutions to use FM booster stations to originate programming in a networked configuration attracted a paltry dozen comments to the FCC. None of the country’s major commercial or noncommercial broadcasters filed their thoughts on “ZoneCasting,” although those who did comment unanimously supported the idea and urged regulators to move forward with a rulemaking proceeding to allow this radical new use of boosters. Broadcasters Begin Push for Radio Chips in Phones

On June 6, the House of Representatives’ Subcommittee on Communications and Technology held a hearing on “The Future of Audio” – an open-ended, quasi exploratory affair covering several subjects. Of note was the testimony of Jeff Smulyan, the President and CEO of Emmis Communications.
Emmis, in conjunction with iBiquity Digital Corporation and Intel, unveiled a prototype smartphone with FM-HD reception capability at the National Association of Broadcasters’ annual convention in April. FCC May Scrutinize Milwaukee's Rabidly Right-Wing Radio

A significant broadcast complaint has been filed with the FCC by the Media Action Center. MAC is a broadcaster watchdog with a particular focus on assessing how radio and TV stations operate in the public interest. Of special concern are the hyper-partisan leanings of talk radio – which makes the basis for MAC’s most recent activity here in Wisconsin.
As you may have heard, Wisconsin is in the throes of an historic recall election which seeks to oust Governor Scott Walker and Lieutenant Governor Rebecca Kleefisch for promulgating policies that have decimated Wisconsin’s economy as well as its systems of education and health care (these are just a few of the many beefs the electorate has with the current administration). FCC Enforcement: Check, Please!

It’s been an active spring for field agents in the FCC’s Enforcement Bureau, but the agency’s pirate-hunting fervor still seems tempered. The present pace of this year’s activity mirrors 2011 – good news of a sort, because last year saw a massive drop-off in enforcement action.
That said, about four dozen pirate stations in 13 states (and Puerto Rico) have had some sort of contact with the federales this year. Crowdsourcing Community Radio

Sometimes futurists don’t look far enough into the past before proposing their next big idea.
Case in point: Eliot Van Buskirk seems pretty excited about the pending expansion of the LPFM radio service, and he suggests that stations look into crowdsourcing their programming: “using music apps to control low-powered radio stations within small urban (or suburban, or even rural) areas” seems like a great way to program a station on the cheap, and it would most likely sound like nothing else on the dial.

Media Minutes: 2004-2012

After seven and a half years, Free Press has discontinued the production of Media Minutes, its weekly headline radio newscast that examined issues at the intersection of media and democracy.
I developed and launched Media Minutes in 2004, as a doctoral student at the University of Illinois’ Institute of Communications Research. I’d left the broadcast industry in 2000 out of disgust at what it had done to stymie the rollout of LPFM, and had thought that my days as a radio journalist were behind me.
This was not to be. During my master’s work at the University of Wisconsin, I co-founded Workers Independent News, the first labor-centric radio news program to be launched in the U.S. in more than 50 years. My work with WIN caught the ear of Bob McChesney, then a professor at ICR, and when I was accepted into that program he e-mailed me out of the blue to ask whether I’d be interested in starting a similar program focused on issues of media policy and reform.
