FCC to Consider Raising FM-HD Power Levels

Documents were filed with the agency late last week by HD Radio’s proprietor, iBiquity Digital Corporation, to allow FM-HD stations to increase the power of their digital sidebands by a factor of 10. The rationale behind this request is increasing field evidence which shows that the digital portion of FM-HD signals fails miserably at matching increasing analog signal coverage, and the existing power level does not allow digital signals to penetrate buildings very well.
This proposal does not come without risk; evidence of HD signals interfering with other stations is already well-known, especially on the AM side, and the Corporation for Public Broadcasting has completed a study that adds new information to the body of knowledge regarding FM-HD interference. Unfortunately, the results of this study have not yet been made public, though notably National Public Radio itself has not taken a position on whether or not increasing the digital output of FM stations is a good idea. Interesting Notes of Miscellany

Sporadic news-updates will continue for the next month and a half, as I tackle my last preliminary exam. But the rest of the site is current (save for a batch-check of the links library for broken stuff). So, in the meantime here are some updates on a few of my favorite things:
HD Radio: Industry skepticism of and resistance to the technology is growing. Oppositional broadcast engineers, who used to be considered on the “fringes” are now getting at least a semblance of respect in the trades dialogue. Much of this has to do with the real-world impact of HD-related interference, most notable now on the AM band but soon coming to an FM dial near you, especially when stations are given permission to boost the power of their digital sidebands (at the expense of analog signal quality). Results of an HD signal-related interference analysis commissioned by the Corporation for Public Broadcasting – the first of its kind to really go into detail about FM-HD-related interference – should have been released by now, but hasn’t yet. HD Interference: Not Just For AM Anymore

Radio World Engineering Extra dropped a bomb this month with a very provocative cover story: “What Are We Doing to Ourselves, Exactly?” Written by Doug Vernier, the man who authored the technical specifications for an ongoing Corporation for Public Broadcasting-sponsored HD Radio interference analysis, the report is the first of its kind to document interference between FM-HD stations around the country.
Using anecdotal reportage, some sophisticated contour-mapping, and presumably “early data” from the CPB study, Vernier’s article conclusively proves how stations running in hybrid HD/analog mode can (and do) interfere somewhat significantly with not only themselves, but their neighbors on the FM dial.

The FCC's Three Ring Circus

That’s what I get for taking a month-long hiatus: the FCC goes all P.T. Barnum on our ass, in hopes of making suckers of us all.
In the center ring is the agency’s proposed changes to media ownership regulations. After hinting that he wished to ram through major changes allowing broad consolidation by the end of the year, and hustling to finish public hearings on the subject over the last month, FCC Chairman Kevin Martin – in a highly unusual move – published his own proposal to modify only the regulation that restricts cross-ownership of newspapers and broadcast stations in a single market. Unfortunately, as noted by the minority Commissioners, this proposed change contains loopholes that would effectively do away with the cross-ownership ban, while keeping its regulatory shell on the books. This has irked members of Congress, many of whom are threatening to legislatively intervene if the FCC moves on any media ownership rule changes before the end of the year. Growing Resistance to HD Radio

After feeling like I’ve been shouting into the wind alone for so long about this, it’s great to see others taking a critical perspective on HD’s fundamental flaws. AM Broadcasters Back Away from HD Deployment

According to a leaked memorandum from ABC/Citadel‘s executive chief engineer, all AM stations in the company’s stable have ceased broadcasting in digital at night, effective immediately. The memorandum does not give specifics, but follow-on reports cite interference between AM stations on adjacent channels as a major factor for the decision. Interestingly, some suggest Citadel executives knew such a problem might be in the offing, but they went ahead and turned on their digital signals at night anyway.
This is a major setback for the adoption of HD Radio, especially on the AM dial, and Citadel is the first large broadcast conglomerate to back away from full deployment of the HD broadcast technology. Although the company’s gone out of its way not to characterize its move an indictment of iBiquity’s proprietary digital broadcast standard, the problems with AM HD broadcast interference are wellknown and -documented. Alternatives to HD Radio

Believe it or not, “HD Radio” is not the only digital audio broadcast system in the world. Alternatives do exist: one of the most promising is Digital Radio Mondiale (DRM) (which should not be confused with “digital rights management,” a whole other (evil) animal), which has been jointly developed and deployed by some 30 countries around the world. It’s an open-source standard, which has the potential to operate on either new or incumbent spectrum, and contains the potential to practically advance the service terrestrial broadcasting provides; it is not just a “better than analog” standard, featuring chimerical vaporware such as “buy buttons” for the download of digital music – services for which radio was not initially designed.
At present, while Digital Radio Mondiale is gaining traction around the world, it’s all but been ruled out as a potential alternative to HD Radio in the United States, though that may be changing. A coalition of spectrum experts has been formed to advance the notion that broadcasters should be afforded the choice of picking between HD and DRM. As of now, this advocacy is restricted toward the possible deployment of Digital Radio Mondiale on the shortwave and AM bands only; although an FM version of the technology is under development, HD’s relatively slow but steady adoption by U.S. FM broadcasters may make it a tough sell in the marketplace (even though some transmitter manufacturers are making dual-compatible HD/DRM transmitters, and there’s no reason why receiver manufacturers couldn’t follow suit). HD Datacasting Begins In Earnest

Clear Channel recently announced it’s started broadcasting traffic data information on 48 HD Radio-equipped stations around the country. It’s the first use of a digital radio signal for the delivery of content wholly separate from main program audio; the “Total Traffic Network” is a wholly-owned subsidiary of Clear Channel. It’s unclear how this service will compete with Clear Channel’s datacasting partnership with Microsoft, which also seeks to provide traffic information. FCC Releases Detailed Digital Audio Broadcast Rules

Although the Commissioners themselves voted two months ago to approve the mostly-unrestricted nationwide rollout of HD Radio, the actual regulatory text was just released yesterday. The 74-page document includes basic operating parameters, a second Notice of Proposed Rulemaking on DAB, and Commissioners’ statements (recycled from their March meeting).
A very basic synopsis of the of the rules can be found at the Broadcast Law Blog. On first-read, it’s hard not to notice that the FCC overwhelmingly references just three major stakeholders in the DAB debate: the National Association of Broadcasters, iBiquity, and National Public Radio. The agency consistently defers to industry technical data to justify its decisions, mainly involving studies conducted by iBiquity and “analyzed” by the NAB.

"Free" Radio Not So Much in HD

Fresh off the heels of the FCC’s veritable rubber-stamping of the “HD” digital radio protocol, the broadcasters behind iBiquity’s technology are wasting no time in preparing to lock down its content. Think about this the next time an NAB executive testifies on Capitol Hill and proclaims the virtue of so-called “free” over-the-air radio.
NDS, a maker of digital media encryption technology, recently signed a deal with iBiquity to provide HD Radio with an encrypted content-delivery system that effectively institutes subscriptions capability on digital radio.
“RadioGuard” is derived from NDS’ “VideoGuard” technology, which it claims will allow radio stations to provide “more choices to their listeners, a broader selection of content and more segmentation opportunities for advertisers, all of which provide additional revenue-generating possibilities.” Continue reading “"Free" Radio Not So Much in HD”
